FREEDOM OF SPEECH, ONLINE COMMUNICATION, AND THE FUTURE OF DEMOCRACY

Online communication has transformed our world, bringing together a multitude of people, ideas, and perspectives. Society benefits tremendously, but there are also dark consequences that raise serious policy questions about the future of democracies around the world. Are online communications tools and social media platforms too powerful? Does the First Amendment protect all speech? Should private communications platforms be regulated, and if so, how?

What is the role of the federal government, state governments, private companies, and individual citizens?

This course explores current debates and policy proposals regarding online communications and manipulation, constitutional protections, current and emerging technologies, and the potential immediate and long range effects on democracy.

Employing a practical "hands-on" approach, the course will feature guest lectures from practitioners in government, industry, and media, interactive group assignments, assigned readings, and an individual policy research memo and presentation.
