Juan Preciado (MPAff '23) has always been driven by a belief in the transformative power of public service. From his early days at the LBJ School of Public Affairs to his current position as a Management Analyst for the City of Dallas, his journey highlights the significance of determination, mentorship and a strong academic foundation.
“When I was searching for the best public policy schools, LBJ School stood out and was on top of every list. Its location near the state capital and a large growing city offered invaluable proximity to policy action,” Preciado said. “Not to mention LBJ had faculty expertise in my interests—urban policy and national security. This unique blend of practical expertise and strategic location made LBJ the ideal fit for my aspirations in public service.”
While at the LBJ School, Preciado had several experiences that shaped his career. One of the most transformative was Professor Luby's public financial management course. While the course was challenging, Preciado found himself deeply engaged, particularly in collaborative problem-solving. Luby even encouraged him to apply for a Budget Analyst position at the City of Austin, marking a pivotal step in his career path toward public finance.
Mentorship played an equally important role in Preciado’s development. Kimberly Olivares, an LBJ alum and Deputy CFO for the City of Austin offered practical guidance on his professional approach to public finance. Additionally, Admiral McRaven’s leadership course left a lasting impression, equipping him with the principles of integrity and strategic foresight essential for effective leadership.
Since graduating in 2023, Preciado has pursued a career dedicated to public service. In his current role, he assists the CFO with a wide range of responsibilities, including budget and management services, human resources and data analytics. In addition to his professional work, Preciado also serves as a Commissioner for Veteran Affairs in Dallas and as an Intelligence Officer in the U.S. Navy.
“I use my LBJ education every day,” Preciado said. “From budget analysis to strategic planning, the analytical skills, adaptability and presentation techniques I gained at LBJ are invaluable."
He credits his LBJ education with equipping him to navigate the complexities of public sector work. The analytical and problem-solving skills he gained, paired with a strong foundation in leadership, have been crucial to his success. The rigorous coursework and opportunities to engage with policy at a high level prepared him to adapt to challenges and make data-driven decisions that have a real impact.
For current LBJ students, Preciado offers this advice: “Embrace the challenging coursework and seek out mentors—professors, alumni and classmates alike. They can open doors and guide you in ways you may not expect. Be open to exploring different policy areas, and remember that leadership skills are just as crucial as technical knowledge, especially in public service.”
Preciado’s journey is a testament to the power of public policy education and mentorship in shaping leaders who make a tangible difference in their communities. As he continues impacting the City of Dallas and the U.S. Navy, his journey is an inspiring example for aspiring public servants.
