César Martinez Espinosa

Cesar Martinez is an economist by training and holds a Ph.D. in Public Policy with specialization in national security from the Lyndon B. Johnson School of Public Affairs at The University of Texas at Austin. He is also a senior fellow at the Robert S. Strauss Center for International Security and Law under the Mexico Security Initiative. His research focuses on investigating national security strategies, analyzing security policy designs and the understanding and development of national security in different nations. It also looks at methods for evaluating national security planning and implementation, specifically in the context of an interdependent world where security risks, threats and opportunities are interrelated. Additionally, Martinez has a specialized research focus on the evolution of the national security policies and institutions in Mexico. The goal of his research is to understand and evaluate the emergence of the concept of national security as a holistic entity that embraces economics, military and defense action, and societal ambitions to mitigate risk and advance opportunity within nations and in an interconnected world.

Martinez holds a secondary research focus that is concerned with the development of appropriate cybersecurity strategies. His research is particularly concerned with the participation of government, the private sector, society and international cooperation in the development of cybersecurity plans.

Martinez currently serves as the vice president of the strategic communications consulting firm Vianovo, where he conducts high level economic, energy and security research, advises political and public officials in strategic planning and national security planning, as well as in designing public opinion surveys and communication.

Martinez received a masters degree from the LBJ School, where he was an LBJ Fellow. Research completed for his master's thesis focuses on the implementation of second and third generation of economic and political reforms in Mexico. He graduated with an honors degree in economics from the Instituto Tecnologico Autonomo de Mexico (ITAM), with a thesis on the importance of integral tax reform in Mexico.
