WIRED makes the case for government regulation of fake content, citing a paper by Professors Robert Chesney and Danielle Citron, "Deep Fakes: A Looming Challenge for Privacy, Democracy, and National Security," that argues how the FCC, FEC and FTC could theoretically regulate such content, but in fact their ability to do anything about it is quite limited.
