Kellen A. Kane is an Assistant Professor of Instruction at the LBJ School of Public Affairs at the University of Texas at Austin. He earned his Ph.D. in Public Policy from the University of North Carolina at Chapel Hill. 

His research focuses on American public policy and politics, with particular attention to social and health policy. His work examines how variation in policy implementation across state and local jurisdictions shapes disparities in access to public programs and services. His research has been recognized and supported by the American Political Science Association and the Williams Institute at the UCLA School of Law and has been published in The Forum, the Journal of Health Politics, Policy, & LawPolitics & Gender, and Interest Group Politics

Prior to joining the LBJ School, Dr. Kane served as a Research Fellow with the Better Government Lab at Georgetown University’s McCourt School of Public Policy from 2022-2023 and a Program Evaluator with the U.S. Office of Personnel Management (OPM) from 2023-2025. At OPM, he supported the agency’s Learning Agenda and designed and led experimental and quasi-experimental research studies to build stronger evidence motivating decisions affecting the federal workforce. His research spanned paid parental leave, DEIA training, remote-work and telework flexibilities, and pathways into public service. Additionally, he supported the agency’s strategic planning efforts.
