Incoming Master of Public Affairs Student Aims to Strengthen Communities Through Public Policy

When incoming Master of Public Affairs student Caleb Garcia (MPAff ’28) arrives at the LBJ School this fall, he will bring with him a passion for public service and a commitment to expanding opportunity for others.

Originally from Dallas, Texas, Garcia recently earned a Bachelor of Arts in Political Science and Public Policy from Southern Methodist University. As he explored graduate programs, the LBJ School stood out for its unique location and reputation for preparing public service leaders. 

“The LBJ School presents a rather unique opportunity to study public policy in the center of state government that is not present in other public policy programs. Its location in Austin offers direct exposure to the legislative process and other policy institutions who are actively shaping the state of Texas."

He was also encouraged to apply by his mentor, LBJ alumnus Juan Preciado (MPAff ’23), whose experience at the LBJ School helped him better understand its collaborative culture and impact on public service careers.

For Garcia, public policy is personal. Growing up in Dallas gave him a firsthand view of how the community someone lives can shape access to opportunity across areas such as education, transportation, health care, and food security. This perspective inspired him to pursue a career in public service to help ensure government remains responsive to community needs.  

Garcia also brings hands-on experience in government to the LBJ School. During his undergraduate studies, he interned with Texas State Representative Cassandra Hernandez and is currently an intern in the office of U.S. Rep. Jasmine Crockett, gaining firsthand experience in both state and federal policymaking.

At the LBJ School, Garcia is especially excited to learn alongside classmates from different professional and personal backgrounds. He looks forward to engaging in thoughtful discussions, challenging his own perspectives, and learning from faculty members whose research aligns with his interests, including Professor Sergio Garcia-Rios.

“As one of the younger members of the program, I recognize that I have much to learn from those around me, and I value opportunities to challenge my ways of thinking."

Following graduation, Garcia hopes to start a career in municipal government, with interests in legislative affairs, community development, and management analysis. His policy priorities include investing in public education, expanding affordable housing, strengthening worker protections, and promoting economic mobility. 

We’re excited to welcome Caleb and the rest of the Class of 2028 to the LBJ School this August!
