Assistant Professor of Practice
Dr. Annabelle Fowler is an Assistant Professor of Practice at the Lyndon B. Johnson School of Public Affairs at the University of Texas at Austin. She holds a Ph.D. in Health Economics and Policy from Harvard University and a B.A. in Mathematics and Economics from Middlebury College.
As a Ph.D. economist and policy analyst, Dr. Fowler leverages over 15 years of experience to tackle complex challenges for stakeholders in the public and private sectors, working hands-on to develop robust, accessible and impactful analyses on the healthcare and pharmaceutical industries. She is a frequent speaker to U.S. and international audiences on the economics of pharmaceuticals, the healthcare systems of middle- and high-income countries, and related policy issues.
In her concurrent role as an Associate Principal at Charles River Associates, Dr. Fowler leads economic research related to salient policy issues shaping the global pharmaceutical industry. Dr. Fowler also provides expert testimony in cases related to competition, intellectual property, and commercial disputes in the biopharmaceutical and healthcare industries.
Previously, Dr. Fowler served at the U.S. Food and Drug Administration, where she was awarded the FDA’s Office of Economics and Analysis’ Special Recognition for providing rigorous quantitative understanding of marketplace and regulatory dynamics in the generics industry.
An award-winning lecturer, Dr. Fowler has extensive experience in the classroom at the undergraduate, masters, and Ph.D. levels. As a British-Ecuadorian who is both a native English and Spanish speaker, Dr. Fowler brings a global perspective to her students.
