DEVELOPMENT WITHIN A LOW CARBON WORLD: Preparing Professionals for Post-Kyoto Climate Negotiations and Sustainable Growth Policies

This course prepares professionals for post-Kyoto climate negotiations. Its two components focus on the sustainable development issues associated with adoption of low-carbon-emissions technologies and policies in developing countries and on developing countries' negotiating strategies and participation in the global climate regime. The course is taught by UT faculty from the LBJ School and the School of Law along with a group of international experts and Japanese government officials. At the invitation of the Japanese government, a number of government officials from developing countries will join the UT students in the classroom.

Part I of the formal coursework (40 content hours) addresses basic climate and development issues including:

  •  Climate science
  • Applied climate science
  • Climate engineering
  • Economics
  • Law and policy associated with climate change
  • The impact of climate mitigation on developing nations
  • Potential for enhanced economic development through climate technologies

This section of the course addresses major topics related to climate change processes as well as prevention, mitigation, and adaptation to the consequence of climate change.

Specific topics include:

  • The expected impacts of climate change on human and natural systems
  • Vulnerabilities of human and natural systems to climate change
  • Policies for prevention, mitigation and adaptation to climate change
  • Green technology in developing nations
  • Financial assistance to developing nations for climate change mitigation

Part II of the class (40 content hours) covers mediation, negotiation skills and multi-party negotiations with specific application to multi-party negotiation. The training includes both instructional and experiential learning tools, with an emphasis on role-playing.

This section of the class begins with a review of the negotiations over climate change agreements prior to Kyoto and up to the present. Additional instruction topics include:

  • Communications and the history of previous climate change negotiations
  • Learning in a multi-cultural world
  • Negotiation tools
  • Mediation principles
  • Multi-party consensus building 

Part III of the class (16 contact hours) consists of a “mock” post-Kyoto negotiation session to develop a global approach to prevention, adaptation, and mitigation of global climate change.

Awareness of cultural differences in communication and approaches to conflict resolution is an underlying theme throughout the program.
