Legislative Issues in Higher Education

Topics for these policy seminars have included environmental and natural resources policy, health-service delivery policy, social welfare policy, transportation policy, science and technology policy, international affairs, national security, urban and regional growth policy, and political campaigns.
Offered after the 82nd Texas Legislative Session and a year before the 83rd, the course covers topics ranging from understanding the state policy-making and budgeting process for public higher education to exploring specific policy issues related to college access, equity, governance, financial aid, and diversity (among other issues).
Last session was both historic and dynamic with respect to higher education policy issues. The state budget shortfall created a highly contentious policy environment for higher education, and there is no shortage of legislative activity to analyze and discuss.
Guest speakers will be invited throughout the semester to share their impressions, goals, and expertise concerning the session, politics, and policy as they relate to higher education. Students will attend interim legislative committee hearings and governing board committees that are relevant to higher education, and they will be expected to conduct policy analysis with regards to a specific higher education policy issues.
