The School's Office of Conferences & Training provides continuing education opportunities through various seminars, institutes, and conferences, many of which are planned and conducted in collaboration with governmental agencies, partner universities and professional organizations of public officials. The Office also assists faculty in the development and organization of conferences, seminars, and public policy forums related to research and academic interests as well as issues of concern to members of the public. Educational events cover areas such as governmental accounting, public finance, public purchasing, human resources issues, writing, capital projects management, ethics in government, and other areas of public policy interest. Biennially, the School co-sponsors the Pre-Session Legislative Conference with the Texas State Legislature.

In addition, the Office of Conferences & Training is available to assist in all phases of conference planning and implementation. This includes program planning; conference brochure design & production; registration (including collection of fees); production of nametags, participant lists, conference materials; arranging travel & accommodations for speakers; arranging for meeting space, sleeping rooms, refreshments, and entertainment; and publication of conference proceedings.

Course Offerings

Advanced Public Purchasing courses focus on specific purchasing issues of current interest. Topics which have been included are contract management, bid exemptions, negotiations, and e-purchasing.

Basic Public Purchasing is an introductory seminar that introduces general principals of public purchasing to newly appointed public purchasers or those with limited purchasing experience. Break-out sessions will deal specifically with purchasing at the city, county, and school district levels.

The County Auditors Institute is hosted annually in May in collaboration with the Texas Association of County Auditors. The general and concurrent sessions address the whole range of training requirements for the professional county auditor. The Institute is offered for 3 days, including a half day special session whose subject matter changes to reflect current issues.

Seminar for Newly-Elected County Judges and Commissioners is co-sponsored with the Texas Association of Counties and provides newly-elected officials with an in-depth orientation on their roles and responsibilities within the overall structure of Texas county government. The three-day course covers technical topics such as county finance, budgeting, and legal services as well as the statutory requirements governing their offices.

Governmental Accounting offers training for public accounting and finance professionals from Texas local government who contribute to or prepare financial reports. Participants should have at least two years experience in public finance and should be familiar with general accounting principles.

Introduction to Auditing for Counties is offered once a year and includes a detailed review of the auditing process as it applies to county government.

The Legislative Communication Conference, sponsored jointly by the LBJ School of Public Affairs and Strategic Partnerships, Inc., is a biennial event. This conference is designed to help agency heads, board members, and other senior state officials prepare for the upcoming session of the Texas Legislature.

The Property Tax Institute is offered annually for Texas property tax professionals. This seminar is offered in conjunction with the State Comptroller's Property Tax Division's Annual Conference.

Public Purchasing Law focuses on the Uniform Commercial Code and the bidding statutes in Texas. This course is designed for experienced purchasing professionals from state and local government in Texas.
