Description: In this seminar, we will examine the real world execution of U.S. foreign policy by the U.S. Department State and other U.S. government agencies at our embassies and consulates overseas. We will consider the roles and responsibilities of diplomats and other officials, and the skills and qualities that they need to be effective. This course is designed to give students insight into the practical workings of U.S. embassies and consulates, and will take a “hands-on” approach to exploring the Country Team concept and how the work of diplomacy is carried out day by day.

Through readings, discussions, presentations by guest speakers, and writing exercises, we will learn about the work done by Foreign Service officers in all five career tracks: management, economic, consular, public diplomacy, and political. We will also examine work performed by officers of other U.S. government agencies at our diplomatic and consular posts abroad and how various federal agencies coordinate their efforts to execute U.S. foreign policy.

Students will be responsible for all readings, for keeping abreast of current international events, and to actively participate in class discussions.

Over the course of the seminar, we will have several short writing assignments, and will also hold at least three (3) role-playing simulations (Country Team, Emergency Action Committee, VIP Visit Countdown), during which you will play the role of a specific officer in a specific country and brief the ambassador (either Mr. Stewart or a guest) and the rest of the Country Team on key events.

The class grade will be based on your written products (40%), role—laying simulations, and class participation (40%) and tests (20%).
