Covering Uninsured College Students in Texas: The Role of Student Health Insurance

College students tend to have high uninsured rates relative to the general population, but unlike other uninsured adults, many college students have access to coverage through school-sponsored student health insurance plans. College students' unique access to this type of coverage could be part of the solution to reducing the high uninsured rates on college campuses.

This report examines student health insurance in Texas and identifies issues and opportunities related to the affordability, accessibility, and adequacy of this coverage for the college population. The author conducted surveys of current Texas college students, college and university administrators in Texas, insurers that write student health insurance in Texas, and the school-sponsored insurance plans sold in Texas during the 2004-2005 academic year to gather data on student health insurance in the state. Findings from these surveys are presented in this report and used to explore the appropriateness of expanding coverage to uninsured college student through school-sponsored plans. Policy options are identified that could help the state of Texas and individual colleges address issues related to the scope of coverage, expand coverage in student health insurance plans, and provide for a higher level of health care on Texas college campuses.
